This is a very interesting publication - out of date - but contains a wealth of information on the higher education sector in Europe. It's a long download (250 pages). Section C on fees is interesting - very big differences across the Continent.
As long ago as 1999 http://www.timeshighereducation.co.uk/story.asp?storyCode=148460§ioncode=26 the Commission decided to collect statistical information but note that even back then they were very careful not to say anything in favour of the idea of regulating or harmonising fees.
